Can eating badly cooked frozen chips give you food poisoning?

Not unless they were moldy or someone poisoned them. We'd all be dead if you could sick from badly cooked food. Undercooked food, especially, poultry can give you food poisoning, but not undercooked vegetable and that included potatoes.
