Guy tells you he likes you but he won't do anything about it?

me and this guy have been friends for two years now. and he told my friend that he kinda liked me. so later on i told the guy what my friend said and he said that what he said was true. i was getting all excited because i thought he was going to ask me out and he never did. a couple of weeks later i asked him if he still had feelings for his ex and he said kinda. 4 days after that, he told me that he got a girlfriend but the girl wasn't his ex. so now he's single and i've been waiting patiently for him to do something and nothing. a lot of my friends told me that he's a player and i'm starting to believe them but i want to be sure. he also flirts with me MAJORLY every single day at school. and i know that's what players do but i just need some help. any advice? thanks.
