My dog is allergic to pet dander?

Ive had dogs my whole life. My brother is 4 and he gas eczema and he is highly allergic to dog and cat dander and we had to give my two dachshunds away. Will he ever grow out of his allergy? Are there any hypo allergenic dogs we can get?
